Glenn E. Martin, founder and CEO of JustLeadershipUSA, examined how a series of ineffective tough-on-crime policy decisions—including mandatory minimums, three-strikes, and truth-in-sentencing laws—has led to an oversized prison system that costs Americans more than $80 billion annually and fails more than 60% of the time. He also discussed possibilities for system-wide reform. “40 Years Later” served as a preview for a conference on Incarceration in America that was hosted by CAPA in October 2014.
